About The Pull Request
This makes the xenobio APCs on Kilo and Blueshift start with fully charged 10k cells, like on other maps.
Why It's Good For The Game
New xenobio tends to eat up a lot of power, and the APCs are mapped in like this on all other maps, so it's best to remain consistent.
